Allows owners, operators, or drivers of motor vehicles required to stop at inspection stations to bypass a station if unable to completely exit a highway, road, or street due to vehicle obstruction when reaching the exit lane.

Bypass privilege applies only if the driver stops at the next inspection station on their planned route; no criminal or civil penalties for bypassing under these conditions.

Amends six sections of Mississippi Code (27-5-77, 27-19-79, 27-19-93, 27-55-57, 63-5-49, and 77-7-311) to add identical bypass provisions across motor vehicle inspection requirements.

Changes references from "State Tax Commission" to "Department of Revenue" in relevant sections.

Effective date: July 1, 2017.
