Sets minimum infrastructure standards including coverage of all instructional and administrative areas, validation testing for performance and reliability, content filtering with acceptable use policies, and security protections against unauthorized access.

Makes districts eligible for state funding only after demonstrating their wireless systems meet or exceed established functionality, security, and testing requirements verified by the State Department of Education.
