Allows second or successive post-conviction relief applications when new state law has been adopted or enacted that would have adversely affected the outcome of the conviction or sentence.

Adds new exception (iii) to the three-year statute of limitations for post-conviction motions in Section 99-39-5(2)(a) for cases involving adoption or enactment of state law affecting conviction or sentence outcome.

Modifies Section 99-39-27(9) to provide that dismissal or denial of post-conviction applications shall not bar subsequent applications when there has been adoption or enactment of state law that would have adversely affected the conviction or sentence outcome.

Effective July 1, 2017.
