Amends Section 37-17-6 to establish procedures for administering school districts placed under conservatorship status for academic reasons, including appointment of an interim conservator as superintendent with full operational control.

Requires creation of a temporary board of trustees for conservatorship districts, comprised of five members selected through county board appointments, municipal appointments, and county-wide elections, with former board members ineligible to serve.

Repeals Section 37-7-104.6, which previously authorized administrative consolidation of the Leflore County and Greenwood Municipal Separate School Districts into a single Greenwood-Leflore School District.

Applies specifically to Leflore County school districts where one district has been determined failing and placed into conservatorship for academic performance reasons.

Takes effect July 1, 2017.
