Requires websites to display comprehensive expenditure totals, per-pupil spending figures, adult education costs, community services costs, and preschool services costs in downloadable, sortable format.

Specifies websites must include entity names and addresses, expenditure amounts, funding sources, dates, budget categories, purpose descriptions, credit card statements, and unique identifiers for certain expenditures.

Requires monthly updates, archived searchable data, accessible website design, and RSS feed notifications for database updates.
