Requires each local school district to develop a policy addressing the proper procedure for administering disciplinary action to students who meet the definition of an exceptional child, as defined under Section 37-23-3.

Mandates that discipline policies must conform to normal standards for discipline of traditional learners and cannot conflict with any rule or regulation established under the Individuals with Disabilities Education Act (IDEA).

Policies must address at minimum: student removal from customary educational placement and minimum time for placement; emergency removal situations for flagrant conduct including weapon possession, illegal drug possession, or inflicting serious bodily injury; discipline other than placement changes; disciplinary actions included in the student's IEP; and availability for administrative due process.

Codifies the policy requirements in Chapter 23, Title 37 of the Mississippi Code of 1972.

Takes effect July 1, 2017.
