Requires all local school districts to provide home economics/family dynamics programs to students in grades 7-9 by September 1, 2018 (changed from grades 10-12).

Mandates course content include instruction in birth to age three development, financial management and household finances, teen pregnancy prevention, and responsible parenting.

Curriculum must focus on family dynamics and coordinate with national Family Career and Community Leaders of America (FCCLA) programs, addressing community and global society concerns.

Requires state funding for home economics/family dynamics programs be included in the adequate education appropriation beginning with the 2018-2019 fiscal year, with a line item for at least one instructor per school district.

Allows home economics/family dynamics instructors to use abstinence-only or abstinence-plus education components to satisfy teen pregnancy prevention course requirements.
