Prohibits changes to precinct boundaries from October 1 of years ending in 8 through December 31 of years ending in 0, except for sub-precinct modifications.

Requires boards of supervisors to notify the Secretary of State and provide legal descriptions and maps of any boundary changes before implementation.

Adds "sub-precincts" to sections governing supervisors districts and voting precincts, and removes language requiring boundaries to conform to natural or artificial demarcation lines.

Clarifies that precinct boundary changes are subject to the redistricting prohibition in Section 23-15-283 when altering precincts for electronic voting systems.

Takes effect July 1, 2017, and brings forward Sections 21-8-7, 21-9-15, and 23-15-39 for possible amendment without substantive changes.
