Requires driver's license personnel to be retrained to accept civil rights complaints effective July 1, 2017.

Allows applicants who have never been issued a social security number to obtain a driver's license by completing an affidavit under penalty of perjury affirming they have never received a social security number.

Specifies 11 types of documents applicants may present to prove Mississippi residence, requiring at least two documents (such as utility bills, bank statements, employment verification, insurance policies, motor vehicle registration, or tax documents).

Authorizes the Department of Public Safety to issue "certificates for driving" to persons with authorized federal stay in the United States for their specific period of authorized stay, valid for one to five years and clearly marked "FOR DRIVING PURPOSES ONLY - NOT VALID FOR IDENTIFICATION."

All provisions take effect July 1, 2017.
