Requires poll managers to inform voters whose votes are rejected due to appearing in the wrong voting precinct of the location of their correct voting precinct.

Adds two new reasons voters may cast affidavit ballots: unfamiliarity with election day voting registration requirements and failure to transfer voter registration despite being registered elsewhere in the state.

Mandates that the Secretary of State establish uniform affidavit and affidavit ballot envelope forms by rule for use in all state elections.

Requires county registrars and municipal registrars to implement a secure free access system complying with the Help America Vote Act of 2002 allowing voters to determine if their affidavit ballots were counted and the reasons if not.

Takes effect July 1, 2017.
