Amends Section 23-15-213 of the Mississippi Code to establish staggered four-year terms for county election commissioners beginning January 1, 2028.

Election commissioners from Supervisors Districts One, Three, and Five shall be elected in 2028 and every four years thereafter, while commissioners from Districts Two and Four shall be elected in 2030 and every four years thereafter.

Requires all election commissioners to attend a training seminar provided by the Secretary of State and satisfactorily complete a skills assessment, with failure to do so resulting in vacation of office after notice and hearing.

Changes the chair and secretary election to occur annually in January, with commissioners required to provide the names of officers to the Secretary of State and notify of any mid-year changes.

Takes effect July 1, 2017.
