Requires all Mississippi resident owners of all-terrain vehicles (ATVs) to register with their county sheriff's department beginning July 1, 2017.

Registration forms must include owner information, vehicle details (make, model, serial number), acquisition source and date, and usual storage location.

Establishes a statewide ATV registration network maintained by the Mississippi Department of Public Safety to provide law enforcement agencies with immediate access to registration information for reports and complaints.

Imposes a one-time $10 registration fee per ATV, with $6 forwarded to the Department of Public Safety for network operation and maintenance, and $4 retained by the county for its general fund.

Sheriffs issue registration decals to owners with identifying numbers visible from a reasonable distance.
