Amends Section 43-13-115 of the Mississippi Code to add a new category (28) of Medicaid-eligible persons.

Directs the Division of Medicaid to apply for necessary federal waivers from the Centers for Medicare and Medicaid Services (CMS) to allow active duty members of the Armed Forces to use their state of legal residence to register family members with special needs.

Includes military families transitioning out of military service in the waiver application.

Takes effect July 1, 2017.
