Transfers decision-making authority over certain University of Mississippi athletic observances, policies, and school spirit protocols to the alumni association.

Requires the University of Mississippi to mail ballots to all alumni with three election questions: flying the Mississippi State Flag at sporting events, playing "Dixie" and "From Dixie with Love" at events, and selecting the university mascot (Colonel Reb, Land Shark, or Black Bears).

Establishes that the majority vote of participating alumni becomes the collective decision of the university on these matters.

Allows the University of Mississippi administration to establish ballot submission deadlines and determine the frequency of future elections.
