Brings forward Section 47-7-3 of the Mississippi Code of 1972 relating to offender parole eligibility for possible legislative amendment.

Establishes parole eligibility requirements for prisoners convicted of offenses in Mississippi, generally requiring service of one-fourth of the sentence or 10 years for life sentences, subject to various exceptions.

Prohibits parole eligibility for confirmed and habitual criminals, most sex offenders, persons convicted of crimes of violence after July 1, 2014, and those sentenced to life without parole.

Allows persons age 60 or older who have served at least 10 years to be eligible for parole hearings despite crime of violence convictions, with specified exceptions including habitual offenders and sex crimes.

Takes effect July 1, 2017.
