Creates new Section 73-25-26 authorizing the State Board of Medical Licensure to charge administrative fees for inaccurate application statements ($250-$1,000), fingerprint resubmission errors ($250-$1,000), late license reissuance after 90 days delinquency ($1,000), and continuing medical education validation issues ($25-$50 per day/hour with annual caps of $500).

Amends Section 73-25-14 to require licensees with renewal delinquent more than 90 days to comply with new late processing requirements including new fingerprints and criminal history checks.

Adds monetary penalties as a disciplinary option in Section 73-25-30: first violation penalties of $250-$1,000 and subsequent violations of $500-$5,000 per violation, with amounts deposited to the State General Fund.

Removes the $10,000 cap on costs the board may assess licensees for investigation and disciplinary hearing expenses, allowing the board to recover reasonable costs for process service, court reporters, expert witnesses, and investigators.

Takes effect July 1, 2017.
