Prohibits the sale, barter, or transfer of pure powdered caffeine products for human consumption in Mississippi.

Defines "pure powdered caffeine product" as products consisting solely of pure caffeine in crystalline or powdered form, excluding FDA-formulated and labeled products containing caffeine.

Exempts pure powdered caffeine used in lawful manufacturing processes, research, prescription drugs, or products explicitly approved by the FDA.

Establishes penalties of up to $150 for first conviction and up to $1,000 for subsequent convictions.

Preempts local government regulations on pure powdered caffeine products and prohibits local ordinances more restrictive than state law.
