Amends Section 37-103-25 of the Mississippi Code to allow nonresident students to pay in-state tuition rates if they are children of Mississippi emergency service personnel or first responders employed by a political subdivision who were killed in the line of duty.

Establishes this tuition waiver as an exception to the requirement that out-of-state students pay tuition equal to the average cost per student from appropriated funds.

Effective date is July 1, 2017.
