Requires instruction to be conducted by certified first aid trainers or first responders with direct, hands-on training; prohibits online-only instruction but allows use of online materials for demonstration purposes.

Specifies curriculum must cover full scope of first aid training based on Red Cross First Aid Manual, including emergency scenarios such as allergic reactions, choking, drowning, external bleeding, head/neck/spinal injuries, poisoning, shock, and stroke.

Defines 12 key first aid terms including anaphylaxis, asphyxiation, burns, and 9-1-1 emergency procedures that must be included in the instructional certification standards.
