Clarifies that the Mississippi Ethics Commission may operate unmarked vehicles without displaying state agency identification markings on their sides and rear.

Allows the Governor to authorize the Executive Director of the Mississippi Department of Marine Resources to use unmarked vehicles only when identifying marks would hinder official investigations.

Adds the Executive Director of the Mississippi Department of Marine Resources to the list of officials who may request authorization for unmarked vehicles from the Governor.

Requires any request for unmarked vehicle authorization to include the vehicle's manufacturer serial number and state inventory number, along with justification for the exemption.

Requires the Governor to provide written authorization copies to the State Department of Audit, which must report violations to the State Auditor and the Joint Legislative Committee on Performance Evaluation and Expenditure Review.
