Amends Mississippi Code Section 57-1-301 to expand the definition of "capital improvements" under the local governments capital improvements revolving loan program administered by the Mississippi Development Authority.

Adds repair, renovation, and improvement of municipal natural gas facilities as a new eligible category (item o) for capital improvement loans to counties and municipalities.

Maintains all existing eligible capital improvement categories including water/sewer facilities, fire protection, economic development buildings, healthcare facilities, auditoriums, parks, and brownfield remediation.

Takes effect July 1, 2017.
