Removes manslaughter from the list of felony convictions that are excepted from candidate disqualification in Mississippi elections.

Candidates convicted of any felony (except Internal Revenue Code violations or tax law violations not involving misuse of office) are now ineligible to appear on ballots, including those convicted of manslaughter.

Applies to state executive committees, municipal executive committees, and election commissions when determining candidate eligibility for nomination and ballot placement.

Amends sections 23-15-299, 23-15-309, 23-15-359, and 23-15-361 of Mississippi Code of 1972.

Takes effect July 1, 2017.
