Increases the minimum population threshold for municipalities required to publish annual budgets from 1,500 to 2,000 residents according to the latest federal decennial census.

Municipalities with 2,000 or more inhabitants must publish their complete budget and revenue statement at least once during September in a local newspaper or county newspaper if none exists locally.

Municipalities with fewer than 2,000 inhabitants may instead post three copies of the budget statement in three public places within the municipality.

Requires all municipalities to hold at least one public hearing at least one week before budget adoption with advance notice held outside normal working hours to allow public comment.

Effective date: July 1, 2017.
