Prohibits motor vehicles from continuously traveling in the outermost left lane of highways with two or more lanes in the same direction, except when overtaking and passing, during construction/repair of right lanes, on three-lane divided roads, on one-way roads, when right lanes are unsafe, or when preparing to exit left.

Requires motor vehicles not to operate in the outermost left lane when it impedes the flow of other traffic.

Establishes penalties of $5.00 to $50.00 fines for violations of the left lane restrictions.

Effective date is July 1, 2017.
