Authorizes the Mississippi Commissioner of Public Safety to issue driver's licenses and identification cards with a distinctive symbol, character, or endorsement designating the holder as a retired law enforcement officer.

Requires retired law enforcement officers to present a signed and notarized affidavit from the governing authority or chief executive officer of the agency, county, municipality, or political subdivision from which they retired as proof of status.

Eliminates any fees charged by the department for the symbol, character, or endorsement on licenses and identification cards for retired law enforcement officers.

Amends sections 63-1-35 and 45-35-3 of the Mississippi Code of 1972 to add provisions for retired law enforcement officer designations on both driver's licenses and identification cards.

Effective date is July 1, 2017.
