Prohibits plea bargains resulting in sentences less than the maximum term of imprisonment for persons convicted twice previously of any crime of violence as defined by Section 97-3-2.

Amends Section 99-19-81 to deny plea bargain eligibility to habitual violent offenders, requiring maximum sentences without reduction, suspension, parole, or probation.

Amends Section 99-19-83 to prohibit plea bargains resulting in sentences less than life imprisonment for persons with two prior violent crime convictions.

Amends Section 47-7-33 to prevent courts from suspending sentences through plea bargains for repeat violent offenders.

Takes effect July 1, 2017.
