Amends Section 65-7-1 of the Mississippi Code to clarify that county boards of supervisors have jurisdiction over all public roads, including those originally constructed as state highways.

Requires that no road, regardless of whether it was originally constructed as a state highway, becomes part of the county road system unless the board of supervisors formally establishes or accepts it and includes it in the official county road system record.

Removes a time restriction that had limited the requirement to roads addressed after July 1, 2000, making the clarification applicable to all roads.

Takes effect July 1, 2017.
