Requires the Local Government Records Committee to conduct a feasibility study on waiving retention schedules for county historical records that have undergone irreversible deterioration and cannot be used for any future purpose.

Directs the committee to research and analyze data and future funding options for establishing a climate-controlled, state-of-the-art storage and retention repository for historical, current, and future county records.

Brings forward existing sections of Mississippi Code (25-60-3, 19-15-1, 19-15-3, 19-15-5, and 39-5-9) regarding county record preservation, reproduction, electronic storage, and the Local Government Records Office for possible amendment.

Takes effect July 1, 2017.
