Amends Section 67-1-5 of the Mississippi Code to expand the definition of "qualified resort area" under the Local Option Alcoholic Beverage Control Law

Adds the Second Judicial District of Hinds County, Mississippi as a qualified resort area, allowing alcoholic beverage sales in that district without requiring department approval

Qualified resort areas permit hotels, restaurants, and other establishments to obtain permits for alcoholic beverage sales even when located outside incorporated municipalities

The bill contains contradictory effective dates, stating it takes effect July 1, 2017 and shall be repealed from and after June 30, 2017
