Creates the Mississippi Rural Fire Truck Equipment and Apparatus Grant Program under the direction and administration of the Mississippi Insurance Department to provide grants to rural fire departments for firefighting equipment and apparatus.

Requires rural fire departments to submit grant applications with a mandatory 50/50 local matching funds requirement, and grants must be awarded within 30 days of approval for equipment and apparatus purchases only.

Establishes a special fund called the "Mississippi Rural Fire Truck Equipment and Apparatus Grant Program Fund" in the State Treasury to receive appropriations and other designated funds, with unexpended balances carried forward annually.

Imposes an additional quarterly fee of $5.00 on all registered sex offenders required under Section 45-33-25, with collected fees deposited into the grant program fund.

Takes effect July 1, 2017.
