Expands the Office of Mississippi Physician Workforce at UMMC to assist in creating and supporting ACGME-accredited graduate medical education (GME) training programs beyond family medicine, based on needs analysis and advisory board approval, while maintaining family medicine as a priority focus.

Removes the requirement that financial support awarded to hospitals or entities for establishing ACGME-accredited residency programs be distributed over a three-year period, allowing UMMC to determine the disbursement schedule.

Authorizes UMMC to award up to $3,000,000 in state financial support to hospitals or entities for establishing and operating ACGME-accredited residency programs, including both startup and sustaining support funds.

Requires residency programs funded with state financial support to accept students from both allopathic medical schools (LCME-accredited) and osteopathic medical schools (COCA-accredited).

Takes effect July 1, 2017.
