Requires all state agencies, departments, institutions, and political subdivisions providing programs or services to children to annually create an itemized list including descriptions, funding sources, costs, number of children served, and performance measures.

Lists must contain federal and state funding breakdowns, performance metrics showing intended and actual outcomes, operating costs, and geographic distribution of services by target population.

Agencies must submit itemized lists to the John C. Stennis Institute of Government at Mississippi State University by September 1 each year.

Stennis Institute shall compile all submitted information into a single document organized by program type and by providing agency, making it available to House and Senate committee chairs by December 1 each year.

Effective July 1, 2017.
