Requires persons transporting more than 500 gallons of liquefied compressed gas to carry serially numbered shipping documents showing the gas type, amount, shipper name/address, and consignee name/address.

Mandates vehicles or boats transporting liquefied compressed gas display the transporter's name and address in letters at least 2 inches high on both sides on a contrasting background.

Establishes $1,000 fine per offense for transporting without required shipping documents, diverting shipments to unauthorized destinations, or altering documents, plus 25% penalty on state excise tax with vehicle/boat seizure authority.

Requires persons other than common or contract carriers importing more than 500 gallons into Mississippi to notify the commission and carry proof of notice, with same tax and penalty consequences for non-compliance unless signature obtained at first weighing station.

Effective date is July 1, 2017.
