Authorizes Mississippi legal residents who are veterans with service-connected disabilities rated by the U.S. Department of Veterans Affairs to obtain distinctive annual license tags for motor vehicles registered in their names.

Excludes veterans rated at 100% permanent service-connected disability from this program, as they are presumably eligible for existing benefits.

Requires applicants to pay standard road and bridge privilege taxes, ad valorem taxes, and registration fees; applications are made to county tax collectors with proof of vehicle ownership.

Allows issuance of up to two license decals per distinctive tag that expire in the same month and year as the regular license tag; tags are non-transferable to other persons.

Takes effect July 1, 2017.
