Requires the State Board of Education to make public announcements of notices of intent through local televised media outlets in each of the three Public Service Commission Districts when adopting new rules or regulations.

Mandates publication of notice in a newspaper of general circulation in each of the three Public Service Commission Districts once per week for three consecutive weeks, in addition to filing with the Secretary of State.

Requires the State Board of Education to post formal public notice announcements of intent on its website homepage with an electronic submission form for requesting oral proceedings on proposed actions.

Eliminates the requirement that requests for oral proceedings be submitted in printed and typewritten format on standard business letter-sized paper, replacing it with the electronic submission option.

Takes effect July 1, 2017.
