Adds the City of Laurel, Mississippi to the list of municipalities authorized to establish leisure and recreation districts under the local option alcoholic beverage control law.

Authorizes governing authorities of municipalities to establish one or more leisure and recreation districts within corporate boundaries and modify district boundaries by ordinance.

Permits leisure and recreation district boundaries to extend into unincorporated county areas if the county consents and has voted to come out from under the dry law.

Requires municipalities to provide the Department of Revenue with detailed documentation including ordinances, law enforcement verification of adequate public safety measures, and a list of permit holders operating within the district.

Takes effect July 1, 2017.
