Creates the Mississippi Sports Commission to develop a comprehensive marketing plan promoting Mississippi's sports culture and heritage for economic development and tourism purposes.

Grants the commission authority to accept and expend grants and private donations from federal, state, public, and private sources for carrying out its functions.

Requires the commission to inventory sports assets, establish a statewide "Sports Trail" infrastructure for tourism, coordinate with state agencies and universities, and recommend creation of a permanent Office of Sports and Athletics.

Composes the commission of 21 voting members including directors from tourism and archives agencies, athletic directors from all state universities, and gubernatorial appointees, plus 4 nonvoting legislative members.

Mandates the commission submit a comprehensive state plan for sports and athletics marketing to the Governor and Legislature before the 2018 Regular Session; takes effect July 1, 2017.
