Reenacts Sections 77-3-701 through 77-3-735 of the Mississippi Code establishing the Mississippi Telephone Solicitation Act, which regulates telephone solicitations and telemarketing calls to consumers.

Requires telephone solicitors to purchase a "no-calls" database from the Mississippi Public Service Commission before making solicitations, unless exempted under the act.

Establishes exemptions for certain solicitors including real estate agents, motor vehicle dealers, insurance agents, investment advisors, charitable organizations, newspapers, financial institutions, and funeral establishments.

Prohibits solicitations during certain hours (outside 8:00 a.m. to 8:00 p.m. Central Standard Time), on Sundays, and through automated dialing systems that block caller identification; requires solicitors to identify themselves at call beginning.

Extends the repeal date of the Telephone Solicitation Act from July 1, 2017 to July 1, 2020, and establishes civil penalties up to $5,000 per violation enforced by the Mississippi Public Service Commission.
