Authorizes the Executive Director of the Division of Medicaid to apply to the Centers for Medicare and Medicaid Services (CMS) for Section 1115 waivers to approve experimental, pilot, or demonstration projects for Medicaid and CHIP programs.

Permits waivers to include monthly eligibility redetermination, point-of-service verification, elimination of retroactive eligibility, and enrollment bans for non-compliance lasting from one year to permanent disqualification.

Allows waivers to implement asset tests, direct primary and surgical care arrangements, expanded telemedicine, work requirements for able-bodied adults, and meaningful copayments for emergency departments and missed appointments.

Enables waivers for health savings accounts, transitioning pregnant women and children to private insurance with subsidies, annual health screenings, job skills training requirements, and obesity program participation.

Requires the Division of Medicaid to consult with House and Senate Medicaid Committee chairmen at least 60 days before submitting any waiver application.
