Deletes the July 1, 2020 repeal date for provisions allowing personal care home residents to continue residing in the facility even if skilled nursing services are determined appropriate, with written consent from the resident/guardian and physician approval.

Limits facilities to allowing no more than two residents or 10% of total residents (whichever is greater) to remain under this provision.

Requires State Board of Health to promulgate regulations for handling residents' personal deposits, including requiring deposits to be held in individual accounts with limits on monthly withdrawals and procedures for unclaimed balances after one year.

Requires State Board of Health to promulgate regulations mandating personal care homes maintain records relating to residents' health conditions, medicines dispensed and administered, and medication reactions, with availability to families upon reasonable request.

Takes effect July 1, 2017.
