Reenacts statutes creating the State Board of Health with 11 members appointed by the Governor, Lieutenant Governor, and Attorney General, with five physician members and six public health background members.

Removes prohibition on the State Department of Health selling, transferring, or disposing of home health agencies owned by the department on January 1, 1995.

Deletes authority for the State Department of Health to issue a license to the Alexander Milne Home for Women for construction of beds for developmentally disabled adults in Laurel.

Extends the repealer date for the certificate of need application review fee from July 1, 2017 to July 1, 2020.

Extends the repealer date for all reenacted sections establishing the State Board of Health and State Department of Health from July 1, 2017 to July 1, 2020.
