Requires head photographs on practitioner and instructor cosmetology licenses at issuance or renewal.

Changes school requirement from "accredited" to "licensed" for cosmetology, barber, esthetics, and manicuring training programs.

Reduces instructor training hours from 750 to 1,000 hours for cosmetology instructors and from 600 to 1,000 hours for esthetics and manicurist instructors.

Reduces required active practical experience for instructors from two years to one year.

Extends the automatic repeal date of the State Board of Cosmetology from July 1, 2017 to July 1, 2021.

Changes school admission requirement from aptitude test to minimum Tenth-Grade education or high school diploma equivalency.
