Extends the repeal date of Mississippi Code sections 73-11-41 through 73-11-73 (State Board of Funeral Service laws) from July 1, 2017 to July 1, 2021.

Reenacts comprehensive regulations governing funeral service licensure, including requirements for funeral directors, funeral service practitioners, funeral establishments, and crematories.

Establishes a seven-member State Board of Funeral Service appointed by the Governor with Senate consent, including three funeral service licensees, three funeral director licensees, and one public member.

Requires licensing for funeral establishments (full-service, branch, mortuary service, and crematory classifications) with inspection requirements and sets forth examination and training requirements for individual practitioners.

Authorizes the board to suspend, revoke, or refuse licenses for violations including fraud, unlicensed practice, failure to cooperate with investigations, and unprofessional conduct, with monetary penalties up to $5,000 for repeat violations.
