Requires mandatory repayment of all reasonable investigation costs to law enforcement agency for conviction of marijuana possession with intent to transfer of 30 grams or less.

Classifies possession with intent to transfer of 30 grams or less of marijuana as a misdemeanor rather than felony.

Maintains existing penalties for larger quantities of marijuana and other controlled substances.

Effective date is July 1, 2017.
