Expands the definition of knives prohibited for convicted felons to include any knife or bladed instrument with a blade exceeding three (3) inches in length, in addition to existing prohibitions on bowie knives, dirk knives, butcher knives, and switchblade knives.

Adds "any other deadly weapon" to the list of items convicted felons are prohibited from possessing without a pardon, federal relief of disability, or state certificate of rehabilitation.

Carves out an exception allowing possession of knives or bladed instruments described in the statute when used as eating or cooking utensils.

Maintains existing penalties for violations: felony conviction with fines up to $5,000 and/or imprisonment for one (1) to ten (10) years.

Takes effect July 1, 2017.
