Authorizes local governing authorities to remove appointed school board members in municipal and municipal separate school districts for just cause, including failure to perform duties, misfeasance, malfeasance, nonfeasance, criminal convictions that would disqualify teachers or administrators, or missing more than 50% of scheduled meetings in a calendar year (excluding military duty).

Requires the appointing local governing authority to provide reasonable written notice to the school board member of impending removal and the reason for such removal.

Amends Section 37-6-13 to specify that school board members missing more than 50% of regularly scheduled meetings for which public notice is required shall be subject to removal by the appointing local governing authority.

Brings forward Section 37-3-2, Mississippi Code of 1972, establishing the Commission on Teacher and Administrator Education, Certification and Licensure and Development, including standards for educator licensure, removal procedures, and grounds for denial, suspension, or revocation of licenses.
