Removes the exemption for sales of goods, wares, services or merchandise by sample, catalogue or brochure for future delivery from transient vendor licensure requirements under Mississippi Code Section 75-85-3.

Renumbers the remaining exemptions in Section 75-85-3, with items previously labeled (d) through (j) now labeled (c) through (i).

Maintains existing exemptions for civic/nonprofit organizations, wholesale trade shows, fairs and convention centers, church-sponsored sales, garage sales, handmade crafts, flea markets, and agricultural products and services.

Clarifies that transient vendors cannot avoid licensure requirements by temporarily associating with local dealers or operating under a local merchant's name.

Effective July 1, 2017.
