Prohibits possession of open containers of alcoholic beverages, light wine, or beer within the passenger area of a motor vehicle on public roads, highways, or right-of-ways in Mississippi.

Defines "open container" as any glass, metal, plastic, or other container with alcoholic beverage that has been opened, punctured, cut, or constructed to allow consumption without opening.

Establishes civil violations with fines between $100 and $200 for violations of the open container law.

Exempts passengers in hired vehicles, house coaches, house trailers, containers behind the last upright seat in vehicles without trunks, and containers in locked glove compartments.

Preempts local ordinances that impose more stringent open container restrictions; takes effect July 1, 2017.
