Amends Section 41-29-142 to add drug or alcohol treatment or rehabilitation facilities to the list of protected locations for drug sale offense penalties.

Increases criminal penalties for selling, distributing, or possessing with intent to distribute controlled substances within 1,500 feet of a protected facility, allowing courts to impose up to twice the standard penalty authorized under Section 41-29-139(b).

Enhanced penalties for repeat offenders within 1,500 feet of a protected facility include a mandatory minimum of 3 years imprisonment up to life, or up to three times the standard penalty fine.

Defines "facility protected under this section" to include schools, churches, parks, ballparks, gymnasiums, youth centers, movie theaters, and drug or alcohol treatment or rehabilitation facilities.

Takes effect July 1, 2017.
