Requires the Department of Finance and Administration to conduct annual detailed studies of building and capital needs at state institutions, universities, community colleges, and junior colleges, including current roof conditions.

Mandates that all roofs at universities, community colleges, and junior colleges be visually inspected by a licensed architect or engineer or through thermal imaging inspection at least every three years.

Requires the DFA to submit annual reports to the Legislative Budget Office and House and Senate Public Property Committees prioritizing capital improvement projects based on need, with emphasis on preserving existing capital assets where possible and replacing them where necessary.

Requires any requests for new construction or facility expansion to identify all nonstate funding sources available to support the project and proposed sources for future operating, repair, and renovation costs.

Takes effect July 1, 2017.
